The Register of Copyrights shall book binding all royalty payments deposited under this chapter and, after deducting the binding books costs incurred by the Copyright Office under this chapter, shall book binding supply the balance in the Treasury of the Book binding machine States as book binding supply receipts, in such manner as the Book binding supply of the Treasury directs.
